The Hawaiʻi Community Development Authority (HCDA) is a public entity created by the Hawai‘i State Legislature to establish community development plans in community development districts; determine community development programs; and cooperate with private enterprise and the various components of federal, state, and county governments to bring community development plans to fruition. HCDA oversees development in the districts of Kakaako, Kalaeloa, and He‘eia. The Authority’s work should result in economic and social opportunities and aim to meet the highest needs and aspirations of Hawai‘i’s people.
Recent issues before the HCDA include permitting the renovation of the historic Universal building in Kakaako, development of a community master-plan for the He‘eia district, and feasibility studies for constructing a micro-grid in Kalaeloa to bring reliable power to the district.
As a Board Member, I helped complete a three-year effort to update affordable housing rules for Kaka‘ako. Read about the updates here. I aslo lead a task force to reform on and off-street parking standards and rules. Those recommendations were just approved at the May 2019 Authority Board meeting.
